La 8ème édition du Forum Mondial Convergences a eu lieu les 7, 8 et 9 septembre 2015 à Paris autour de la thématique « Zéro exclusion, zéro carbone, zéro pauvreté ». Cette huitième édition proposait trois journées d’échange et de réflexion sur 3 piliers thématiques:

In his opening remarks, Patrick Guillaumont gave a reminder of the busy schedule for 2015 with a brief look back at the Conference on Financing for Development in Addis Ababa and the key events due to take place by the end of the year (adoption of the Sustainable Development Goals in September and COP21 in December). In a sign of how ideas are changing, Addis Ababa provided an opportunity to highlight how public and private financing complement each other and that, now more than ever, ODA, which is at the heart of the Addis Ababa Declaration, has a fundamental role to play. In particular, the Addis Ababa Declaration mentions the concepts of “shocks”, “risks” and “vulnerabilities”. The fact that one third of the paragraphs concern LDCs illustrates this change, whereas the first few discussions in preparation for this conference neglected these topics. The challenge now is to put the principles that were adopted in July into practice. One of the difficult aspects will be sustainably and effectively mobilizing multiple financing sources while maintaining overall consistency, which will require high level coordinated action from the funding sources represented on the panel. Par ses propos introductifs, Patrick Guillaumont a rappelé l’agenda chargé qu’est celui de 2015 avec notamment un bref retour sur la conférence sur le financement du développement d’Addis Abeba et les principales échéances à venir d’ici la fin d’année (adoption des objectifs du développement durable en septembre et COP21 en décembre). Signe de l’évolution des idées, Addis Abeba a été l’occasion de souligner la complémentarité des financements publics et privés et par là-même de constater que l’APD, au cœur de la Déclaration d’Addis, a plus que jamais un rôle fondamental à jouer.
La Déclaration d’Addis mentionne particulièrement les concepts de « chocs », de « risques » et de « vulnérabilités ». Le fait qu’un tiers des paragraphes traite des PMA illustre cette évolution, alors que les premiers débats préparatoires à cette conférence négligeaient ces thèmes. L’enjeu est désormais la mise en application des principes adoptés en juillet dont une difficulté sera de mobiliser durablement et efficacement de multiples sources de financement, en assurant la cohérence de l'ensemble, ce qui implique une action coordonnée des sources de financement représentées dans le panel à un haut niveau.
