Economic Policy Management Programme




The Economic Policy Management (GPE) training programme organised by the School of Economics at the University of Clermont Auvergne meets a pressing need expressed by developing countries for professional economists with the ability to design and implement economic policies effectively.

The target public is in the majority, but not exclusively, French speaking. It mainly comprises economists in their 30s with established careers, technical consultants, ministerial advisers and those in charge of studies in the major departments of the Ministries of Finance and the Economy, Planning, Agriculture, Trade, and International Economic Cooperation, managers from central banks and government audit institutions. Training consists of a nine month teaching programme focused on the theoretical foundations and practical application of economic policies. The Master 2 degree awarded at the end of the course is certified within the European LMD framework. The major theme is "Economic Analysis and International Development" and the special subject "Economic Policy Management".

Participants are financed by studentships mainly sponsored by the World Bank (through the Joint Japan / World Bank Graduate Scholarship Program), the French Ministry of Foreign Affairs and the French embassies. The studentships cover tuition fees and accommodation and travel expenses. Certain national governments cover the costs of their own officials using resources earmarked for educational development.


The Economic Policy Management (GPE) programme was granted after an invitation to tender jointly drafted at the beginning of the 1990s by the World Bank and the African Capacity Building Foundation (ACBF). In addition to its two founding sponsors, the GPE programme has received the support of the French Ministry of Foreign Affairs, and particularly from the French embassy network. The first year-class entered the CERDI on 1 October 1994.

As well as organising the GPE programme in France, CERDI was given the mission of setting up similar programmes at the universities of d'Abidjan and Yaoundé. Launched at the end of the 1990s, the two regional programmes continue to train managers from West and Central Africa.

1994 to 2014, GPE celebrates its 20th anniversary

An event will be held in September 2014 at the graduation ceremony for the 20th GPE student intake to mark the 20th anniversary of the GPE programme. Details will be published later.









Un programme à l’intention des conseillers économiques des décideurs politiques

Le programme GPE s’adresse prioritairement aux fonctionnaires économistes des administrations des pays en développement qui conçoivent, mettent en oeuvre et analysent les politiques publiques de développement, fonc­tionnaires proches des décideurs politiques et des partenaires techniques financiers (PTF).

Les économistes en milieu de carrière (30-40 ans) -francophones mais pas exclusivement-, conseillers techniques, chargés d’études auprès des ministres et des grandes directions des ministères de l’Économie et des Finances, du Plan et du Développement, de l’Agriculture, de l’Environnement, du Commerce, de la Coopération économique internationale etc. ou encore cadres des banques centrales et des cours des comptes, constituent le public visé. Mais les candidats peuvent également provenir des organisations internationales ou régionales ainsi que du sec­teur privé, à condition de travailler dans le domaine du développement économique.

The GPE programme lasts a total of 9 months. Entry takes place on 1 October and the programme finishes on 30 June of the following year. The course leads to a Master 2 degree awarded by the University of Clermont Auvergne majoring in economic analysis and international development and specialising in economic policy management.

Teaching programme

The aim of the GPE programme is to deliver, in a period of 9 months, high quality training on the analysis and design of economic policies. To this end, the training programme gives students the opportunity to develop their skills in the following areas:

  • Analysis of the theoretical foundations of economic policies and of their implementation
  • The ability to use recently developed economic policy instruments and apply them to the particular economic and social conditions of developing countries and countries in transition.
  • An understanding of the aids to decision-making used by their partners and consultants
  • A comparative examination of economic strategies in a global context
  • A placement in an international institution or aid agency giving an opportunity to work alongside economic development professionals

The teaching programme lasts nine months, from October to May. It is designed around 15 or so modules, each lasting about two weeks and dealing with a particular topic. Each module is led by a CERDI teacher and researcher specialising in the subject.

Off-campus seminars complete the programme:

  • A cultural onboarding seminar for new students kicks off the programme. It is held at Vichy and is led by a communication specialist. It aims to create bonds within a group of students from very different geographical and cultural backgrounds. Role-plays, tests and video techniques help all students take part actively thus creating long-term personal commitment.
  • Other seminars are organised in partnership with international organisations and give students the opportunity to meet the leaders of worldwide institutions with which many governments work or might work in the future. Examples of the organisations which have contributed up to now are the World Trade Organisation (WTO), the United Nations Conference on Trade and Development (UNCTAD), the World Health Organisation (WHO), the International Labour Organisation (ILO) and the International Committee of the Red Cross (ICRC) in Geneva, the European Commission Development and Cooperation (EuropeAid) organisation and World Customs Organisation (WCO) in Brussels, the United Nations Food and Agriculture Organisation (FAO) and International Fund for Agricultural Development (IFAD) in Rome and the European Bank for Reconstruction and Development (EBRD) in London. During the visits, the host organisations arrange two days of conferences and debates on subjects of current interest. They foster exchanges between national government officials and international public servants.


Obtaining the Master 2 degree (major: Economic Analysis and International Development; special subject: Economic Policy Management) is subject to the regulations covering examinations of Ecole d'Economie - Université de Clermont Auvergne.


After checking that they meet all admissions requirements, candidates are invited to submit their applications to the FERDI and the CERDI.

Applications should contain the following documents:

Candidates must submit their applications to the FERDI before February 28, 2019. Applications must be sent by post, preferably by express delivery. Applications sent by fax or electronic mail will not be considered.

The FERDI examines every correctly entered application and assesses the candidate for admission, taking into account educational level, professional profile and motivation.

Final selection among the eligible candidates is dependent on the award of studentships by the sponsors of the GPE programme, the World Bank and the French government.

Training costs

Training costs  amount to €15,700 per student for the 9 month programme.

Accommodation and travel expenses are estimated to be €14,220. They mainly cover the monthly cost of board and lodging (about €1000 - €1100), return travel expenses to the training centre from the country of residence and health insurance. The FERDI has taken out emergency medical insurance for each student. Under the scheme, students are also covered during the insurance qualifying period.

Overall costs of the training programme thus amount to €29,920.

Award of studentships

By its very nature, the GPE programme is primarily aimed at senior public sector economists from developing countries. Costs of training can be covered totally by studentships awarded by the sponsoring organisations.

  • Programme sponsors: the World Bank, through the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) general funding scheme. Candidates judged to be eligible  can apply for a studentship from the World Bank. Application forms will be on line end of February 2019 :

  • the French Ministry of Foreign Affairs. Those bodies then proceed to the award of studentships covering all application and tuition fees and travel and accommodation expenses. The number of studentships awarded and the award criteria remain at the entire discretion of the sponsoring organisations. In particular,
  • Other sponsors: candidates judged to be eligible, and who can thus defer their entry for one year, can seek funding for their training from other bilateral or multilateral financing organisations, or even from the own governments.
