The World Economy - Special Issue: Aid for Trade Edited by Jaime de Melo and Olivier Cadot

The international community's successful launch of the Aid for Trade (AFT) initiative at the 2005 Hong Kong Ministerial stands in contrast with the Doha Round's persistent stalemate. The AFT initiative's success largely reflected a convergence of views between the development and trade communities, the former accepting – after much controversy – the view that trade integration was in itself a vehicle for growth, and the latter realising that, for least developed countries in particular, trade-policy commitments required tailored assistance. It also marked a change of philosophy about where were the binding constraints to trade integration – with less emphasis on traditional trade barriers and more on physical constraints and infrastructure.
